There is usually a insulating material (usually silocon dioxide between the gate and the substrate) of a mosfet transistor. Being high K means it has a high dielectric constant if i remember correctly.

In a roundabout way, yes.

k is the process trandconductance parameter of dimensions A/V^2. It is the product of the surface mobility of electrons in the MOSFET channel which is a function of the doping processes, and the capacitance of the gate oxide-layer which is defined as the dielectric constant of the oxide layer over its thickness.
