Is it possible to build a CMOS monostable multivibrator without using resistors and caps?

Not that I am aware of. All the monostable circuits I am aware of use the RC time constant to set the pulse duration.

 

Google "ring oscillator"

 

CMOS gates can be used as the capacitors for some oscillators especially if you want to top out your frequencies.

 

Depends on the pulse width you desire.
