pirate-king studio on YouTube goes through the repair, start to finish, replacing the TOP261EN seen at 4:27.

The Rapid Charger draws much more current than a TOP256EN is capable of. The TOP256EN is rated

230VAC: 60 W Adapter (i.e. sealed in plastic case), 119 W Open Frame (i.e. as per the Milwaukee charger, which has heat sinks and vents)
85-265VAC: 40 W Adapter, 86 W Open Frame

The Rapid Charger can use at least 162W (M12 12V 4.5A = 54W, and M18 18V 6A = 108W, but to charge, the voltages is higher than 12V and 18V respectively; I've measured over 20V on the M18 side). So the TOP256EN is under-spec.

The TOP261EN is a better match:
TOP261EN/YN
230VAC: 177 W Adapter, 333 W Open Frame
85-265VAC: 118 W Adapter, 254 W Open Frame

Plus, Pirate King says it works.

Did you manage to fix the charger? Sorry for jumping that thread.
I have the same issue as you had in my Milwaukee Rapid Charger (no power, no lights) and I get the same values while I test the bridge rectifier (different value in and off the circuit board). I checked online and Its seems that the bridge rectifier should work like that, but on the board it's not multiplying its value to 1V as off the board. I wonder if it should work like that..
I also replaced the Top256e IC chip and the charger still dead.
I'm not sure what should be my next step..
