controller makes milliamps as the out put of control,,,, SSR needs input of millivolts, can milliamps be changed to volts with a resistor, if so how many ohms resistor.

out put is 4-20 milliamps,,, SSR 3-32 volts full range.

 

SSR are 3 letters that mean nothing. Please describe what they are.
Use Ohm's Law to simply calculate how much current in a resistor makes how much voltage.

As for your conversion, if you use a 1 ohm resistor, mA will equal mV

I keep a 50W 1% 1ohm resistor for just these reasons.

Get a precision resistor! At such low levels, a 10% or even a 5% will not be very accurate.
