Check Microchip for the PIC18Fxxxx line.

 

Either the newer PIC18F97J60 or the MAC & Phy only ENC28J60 (which is available in DIL). Both from Microchip.

Of course. Microchip offers a free student version of C18 compiler.

Microchip supply a free TCP/IP stack. In C, I think. Just have a look on the Microchip site. For help in PIC C18, see the user manual/help files, also on the website.
