How is the measurement supposed to work? Are you trying to measure the level or when the level reaches some point?

IR isn't really suitable for a level measurement as it moves at the speed of light. For a point measurement you might get some reflection to read off.

For a level measurement an ultrasonic wave would be better. Cheap low frequency sensors abound on the net (search a "ping)))" ), you measure down thru air to the water surface that reflects the wave.

If you drive it with a few megahertz ultrasonic wave you can run the wave up the water so it bounces off the top.
