This sounds like a homework assignment by a teacher/professor/instructor.

As in every construction work, you first do your design on paper (a schematic. Then you use the the schematic to build your circuit and debug it on breadboard.
The topic how to build a synchronous counter must be covered in your text book. Also you will find a lot information using Google. Your Google works as good as mine
