Lighting a Ghost costume, Need suggestions

I am making a Starcraft Sarah Kerrigan Ghost costume which lights up. When I get it finished I can post a picture if you guys help. If you want to see a video of the costume I am trying to recreate see below.

I need help finding the best way to do this. I know there are a couple of options like EL wire or LEDs. I think LED would be better, thus I am looking to recreate a chasing effect using LED light strips. I know there are alot of premade kits that can do over 80 different effects but I only need one simple light "traveling" through the strip. Like in the video below at 1:00 minute but only a single color.

As another option could I be able to change it from one single color to a different color keeping the same chasing pattern. This is why I am considereing RGB lights instead of regular LEDs but I want this to be as affordable as possible.

If you have any suggestions or ideas please let me know. I appreaciate all help.

Is there any way to make the circuit light weight and portable? with all the wires it looks really messy and I only have about a square 4 inches to hide the circuit

If you like to do so, can you write the program for MCU as 8051 or PIC, etc...?
Or you want to use NE555 + CD4017x3 (or x 5) + Some RC to try it.
Or NE555 + Ctrl Logic +CD4510x3 (or x5) + CD4028 x3 (or x5) + Some RC to try it.

Another alternative to the conventional wiring methods would be something referred to as e-textiles. There are many different possibilities with this stuff. Micro-controllers, LEDs, batteries, whatever...
