Is it possible to have a 12v LED rope light hook up to an LED light organ in a car using the 12v car battery? I found something that is similar but works with 4 LEDs and i was wondering if you could hook up the rope light to it.

Here is a schematic from a german site.

The circuit will work fine on 12 Volts.
The number of leds can be expanded by using heavier transistor for output and correct resistor for the leds.

Ok. Would it work with a 48" strip that contains 60 blue LEDs and operates on 290-400 mA @ 12Vdc?

You could replace the transistors 2 4 and 6 by 2n2222 types.
The 2n2222 can handle the current you require.

Then you will need a more powerfull transistor.
Something like a darlington transistor like a TIP120, that can handle upto 4 A.
Look afther cooling the transistor.

The color organ circuit drives only a single LED on each of its driver circuirts. It will not drive a rope light that is a series string of LEDs.
It can be modified so that each driver can drive its own rope light.
