JK to RS Flip Flop Conversion

I'm at odds why the JK to RS flip flop conversion is equivalent to the JK itself. Given the input combination R=S=1 (assuming active HIGH) the flip flop will toggle?

This should be forbidden.

Forbidden? So the flip flop police will come and get you?

(Ignoring for the moment that the RS is not a clocked device) the state R=S=1 is undefined, meaning anything that happens, including a toggle, is acceptable behavior.

However, the RS is not a clocked device so how are you going to create one of of a JK device?

Because the RS can be converted to a clocked device, with additional circuitry even edge triggered.

Having said that, I did find the JK to RS conversion on the web so I would imagine it was a futile read anyway.
