I am just thinking of developing a program for Mobile , desktop and web that can all communicate and share data , can I ?

 

It's reinventing the wheel, but of course you can. Take a look at WiFi and 802.11.g standards for how it's done.

 

why "reinventing the whee" ?!

? What, in detail, do you hope to make possible that is novel?

Also, why do you think this is not adequately achieved by existing applications?
