Doable. I have done this with an STM32F407 MCU. It would still required some analog attenuation circuitry, horizontal and trigger controls and GUI to meet your expectations.
If you are looking for a cheap scope box that you can plug a display into and essentially save the price of the display - no, I don't know of any and, if it exists, it would be so rare (low volume) that it would likely cost more than one with a screen.
If you are looking for something that has a small display, that you can add a large external HDMI or VGA display, then there are quite a few options. Google Oscilloscope with HDMI. Or Oscilloscopes VGA (older scopes).
