Inside the connecting cable there is a pilot contact, which is designed to that it makes contact last (i.e after all the other pins have made contact). The pilot contact operates a contactor inside the charger. Until that contactor is operated, there is no voltage on the cable until the connector is firmly in the socket in the car.

I see is as rather safer than connecting a caravan mains hook-up in the rain.

I think the biggest danger from electric cars is from the batteries catching fire, and that is probably more likely to happen when the temperatures are warmer.
