It seems my original question was a bit foolish. I'll go ahead and answer my own question in case anyone else is curious about the subject. Interlocking capabilities of PLCs are limited to the programmer's actual PLC coding ability. PLC interlocking is primarily used in controls applications, and not recommended for personnel safety applications (for liability and reliability reasons). They are not typically used for personnel safety applications because if the PLC fails for any reason, bad things can happen. However, PLCs are typically very robust (moreso than your typical computer, such as a desktop or laptop PC).
