Infrared to Near-Infrared LED

hi, i would like to know if we can transform an infrared LED to a Near-Infrared Lead by putting the IR LED in some kind of circuit. thank you very much. :)

No. The emitted wavelength is controlled by the bandgap of the materials that the diode junction is made from.
