why do heavy industry have there own transformers? would it not be easier to provide them with a 400v supply

It saves the supply authority having to run very heavy conductors to the consumer.
Say a consumer has a 12MW 3-phase peak load, then the 400V line current at unity pf would be 10kA. Quite a fat conductor required for that.
At 11kV line voltage (say) the supply side (primary) transformer line current under the same conditions would be a modest 364A.
