IGBT collector to emitter saturation voltage

Hi all, I'm looking through datasheet of IGBT. May I know what is meant by collector to emitter saturation voltage?

Short version: The voltage from collector to emitter when you are trying to drive the transistor completely "on". It won't go to completely zero, ever.
