Typically Idle control valves are controlled by a transistor in the ECM. If you were to monitor the voltage across the solenoid, wouldn't you see some kind of voltage spike instead of a perfect pulse??

They are either controled by a steper motor or solenoid with PWM square waves. Usualy measured using duty cycle on a multimeter.
