I need some help on how to do this on paper.

I have a board that counts seconds.

When the main power is OFF I made it so that I can turn the IR functions on and so the IR has it's own very small circuit. The board also powers the IR when it is powered, so the IR switch is turned off in this case.

So on paper I have a remote control and I press the power button to turn the main power on from a previous OFF state. Now, if every component is not powered but the IR, how do I signal the main power switch to turn on? What other devices do I need?

Would I need logic switches?

Would I need to IR to communicate to a switch control board and prompt it to do whatever I prompted the IR to do?

So what things do I need to do this fundamentally?
