I have a nand gate oscillator circuit set up perfectly but my led isn't blinking. Is it the capacitator?

 

Please post your schematic. It will reduce our guess work.

Just taking a wild guess, I'd say it's more probable that the resistor value is too high (assuming a correct circuit configuration) so that the thing can't oscillate at all. Does the LED at least show a small "flicker" if you reduce the value of the resistor ?

 

As guessing goes it well could be that it is all the time ON.

That is the good thing of the OP not posting a circuit. You guess...
