ieee.org is a member site. You can join as a student or associate member for about $30 USD/year.

They don't publish regulations; regulations are mandatory rules established by government entities.

IEEE does publish standards and proposed standards. However, you need to become a paid member to access their materials.

As a thumb rule you can not download regulations for free, at least not legal. And they are also expensive to purchase.

I may be reading this differently: are you referring to the IEE (not IEEE) wiring regulations published by the IET in the UK? http://www.theiet.org/publishing/wiring-regulations/

If so, you will need to purchase the BS:7671 (IEE Wiring Regulations, 17th Edition). It costs about £50 from Amazon. There is no legal free way of getting this.
