Is there 40V across the load which fails to operate? Or only the other three loads?

If the voltage accross each remaining element is 40 Volts.
How many volts are there accross the "defective" element?
What is wrong with the "defective" element?

It sounds like the answer must be "short circuit". An open circuit would result in 0V across each device.
