The whole purpose of norton and thevenin circuits is to easily solve a network problem, but more than that, its useful for allowing the quick replacement of a particular load. With that in mind, the rest of the circuit gets modelled by either 1) a thevenin voltage source and a theven resistance or 2) a norton current source and a norton resistance. This is what they are asking you to do and can be done without the load resistor being stuck in. I am guessing that the big rectangle marked e is the load resistor...
