Exactly what are you wanting to accomplish? If you are looking for a digital signal that is the result, a binary counter with proper gate functions tied to the output and reset will give you what you are looking for. If you are looking for appreciable power output and a 1-5 hz sine wave, good luck.

i just wanted to have a low frequency of 1-5 hz to operate my capacitor for an exp with it,so anywhich way, i want an ac of low frequency. so,is there any possible way?

What do you have to start with? A frequency generator that doesn't go that low?

What are you trying to discover about the capacitor in question?

Use a transformer to get an appropriate voltage from the 50Hz AC, rectify it, filter it, regulate it, and use it as a voltage supply to power a low frequency sine wave generator circuit.

Or use a ready-made version of the same thing. See "Signal generator".
