How to drive a 80mA motor from Arduino PWM with < 10uA current when idle?

I want to drive a 80mA motor from Arduino PWM output, but when the PWM is idle I want the current flowing through the motor circuit to be smaller than 10uA.

What supply voltage does the motor need?
Is 80mA the running current or the stall current?
What is the PWM voltage and frequency?

3.0v, 80mA is maximum running current, PWM voltage is 3v and frequency can be between 500 Hz to 15KHz, what ever makes sense.
