You have to post a lot more information about what you are trying to
do in order to get pertinent help. Control what voltage, how much current,
what is load, environment, speed of control loop..... ?

You really don't. The finest control is phase angle firing. Motor loads are troublesome because the device turns off at zero voltage and zero current.

Most loads are heating and resistive, so the best way it to have a table of V(t)^2 and phase angle where v(t) = sin(wt).
the 0-100% control signal controls V^2 which is proportional to power. Tungsten requires a little different algorithm.
PID control closes the loop and controls temperature.

Not really enough to answer your question, so I consulted my crystal ball.
