How do I access a cached version of a site?

Using Google Chrome, usually if I try to access a site that is down, I will be given the option to access a cached version. Right now I am trying to access a site that is down, and I am not given that option. My error reads as follows:
Forbidden

You don't have permission to access /index.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Apache/2.2.21 (Unix) mod_ssl/2.2.21 OpenSSL/0.9.8e-fips-rhel5 DAV/2 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at panlasangpinoy.com Port 80
So I was wondering if there is a way to proactively access a cached version of a site without being offered the option by google chrome.

Knowing how to do this would also be handy in the future if, for example, I was JoeJester and I swore that there used to be "previous thread" and "next thread" buttons on the top of a site and now they are gone, and everybody was accusing me of losing my marbles.
