How Can I use a 3.5" RPi Display as Second Laptop Monitor? (Link to Specific Display in Description)

We bought one of the 3.5in versions of these: https://www.ebay.com/itm/172344939647?ul_noapp=true to use as a secondary display on our Dell Inspiron running Ubuntu 16.04.

Does anyone have any tips for beginners on what we would need to accomplish this? With very little electronics background to go around, we're not even sure what additional parts we will need to connect it.

Any help or pointers appreciated!

Oh, so we're actually not at that stage yet. The monitor came with no connectors or instructions, as seen in the below picture.

A better question for starters would have been, is there any way to get a signal from a computer to this monitor through usb?
So far we've gleaned that we will need ribbon cables of some kind to connect it, but how does one convert that signal to usb?
Furthermore, will we need some kind of special controller for the monitor beyond that?

does the dell have two video outputs? that would be easiest, just plug the hdmi port directly into the dell. there are all sorts of dvi/dp/hdmi adapters so it should work. the low resolution of the screen might be an issue for the display drivers though.
