Depending on your application, you don't even need to use a pic. It could be done with a 555 timer by itself at the easiest point.

What type of activation switch and response are you looking for?

if you want a very simplified alarm you can do it with just a couple of transistor to monitor current changes to trigger a relay to sound the alarm

using the 555 has been always been the common solution
