Help with Transistor Circuit

I need help trying to figure out what is wrong... I have been trying to amplify the current from my 4017's so i can run lights on top of my truck. Here is the Schematic i have put together. My problem is with the MPSA14 and 2907 Transistors on the bottom of the Schematic. They keep my LED's Lit all the time and dont shut off.... Sgtwookie Has been very helpfull in helping me get this far but im putting it out there to get any help i can get. Attached is my Schematic and a picture of how i have the transistors wired on the board.
