I am going to say: no.

 

The lab note says you need to build a circuit to vary the collector voltage of the transistor under test.
That's what you need to do first.

Then you need to build a circuit that will convert the collector current to a voltage.

This is plainly stated in the lab notes.
Why do I have to repeat it for you?
