HELP!, Mystery opamp circuit identification

I am having trouble figure out what this op amp circuit is called and how exactly it works.
The first stage appears to be a rectifier, and the second stage has a large capacitor. The capacitor is pretty large. As it charges it cannot discharge through the diode. It is forced to discharged through the second stage amp, which in this case has a pretty high impedance.
I believt this is a text book circuit, commonly used and recognizable.
ANYONE?
