Heating cycle voltage test:
The procedure of tan lamda measurement is mentioned in IEC 60840

Heating cycle test voltage is mentioned in table- test voltages values are 2 times. Cable assembly as bending test/ U-bend, cable heated 5 to 10 degree above the conductor maximum temperature. Cable heated for 8 hours and stay for 2 hours then natural cooling for 16 hours. This process carried out 20 times

It means that the cable is heated for a t1 times and cooled for a t2 times. I am just considering t1 and t2 as unknown time.

Is the heat cycle test and short circuit test related to each other. What does it means by short circuit test for high power cable?

The thread starters original query has been satisfied. :)
I said nothing about short circuit testing.
But in general certain standards must be used so all industries are on the same page,(so to speak) consumer.commercial, industrial,
government.There are procedures to carry out these standards and are called acceptance testing. These acceptance testing procedures are usually carried out by a third parties.
Now you seem to know the type of testing used. Documentation can easily be obtained depending on the industry. So take a moment gather your thoughts and think about what is it you wish to do with this information and why?
Doing so will help me in suggesting a possible course.:)

First, this standard is dedicated to more than 30 kV rated cables:

IEC 60840 Power cables with extruded insulation and their accessories for rated voltages above 30 kV (Um = 36 kV) up to 150 kV (Um = 170 kV) –

The article is referring to temperature in normal operation not for short-circuit conditions.

12.3.6 Heating cycle voltage test

The assembly shall be heated by conductor current until the cable conductor reaches a steady temperature 5 °C to 10 °C above the maximum conductor temperature in normal operation.

For 1-30[36] kV cable see IEC 60502-2. Power cables with extruded insulation and their accessories for rated voltages from 1 kV (Um = 1,2 kV) up to 30 kV (Um = 36 kV). Part 2: Cables for rated voltages from 6 kV (Um = 7,2 kV) up to 30 kV (Um = 36 kV)
