Hammer energizer

I am working on Hammer EZ680 electric fence energizer. Its coming up with fence alarm LED on. Both mains and battery leds are on. The other 7 leds for zones not coming on. Measured all components working fine. Does any one have some ideas on how i can diagnose the fault.

I would turn the alarm off, and short each lead going to the 7 fence zones to ground for several seconds in case there is a residual charge. Then I would disconnect the leads going out to the zones one at a time, and check their impedance. If you show less than infinite impedance, there is a problem.

You'll probably need a megger (insulation tester) to check the impedance.
