Please analize the circuit i have made in Hades (the red colour is logical "1" and the gray is logical "0") and implemented with only 2 level NOR gates...if you can write the mini expression from the circuit you will get it...if you have any questions about the circuit ask.

 

Note that the ZERO input at the last gate IS ALWAYS ZERO!
And i MAY be wrong...but this is how i would do it...just a thought.
