For obtaining varying levels of DC power, if there are multiple transformers used within a single project, should I short all the ground terminals emanating from the rectifier filter configuration of each transformer ?

 

It depends on how you are trying to connect your transformers and your goal. Post a schematic with a brief description of what you hope your circuit will do.

 

Mainly application dependent and whether the intention is to achieve galvanic isolation.
In some industrial control areas, there are two schools of thought, to keep separately fed systems isolated from each other, the other is to create close bonding for power commons with all connected to a common earth ground point.
