Do you mean the mains voltage?

Why you need to do that?

 

Sorry, yes wall current- I have some water pumps for a aquarium and when they power up, the sudden power surge causes them to rattle. Basically I guess I'm looking of some sort of soft-start for these devices.

 

Ask at the shop where you bought them or an electrician to advice you. There are devices called soft starters for motors but you have to find the right one according to your motor (pump).
