Every GPS receiver is made to receive signals from several satellites in order to calculate a terrestrial position. You would have to use some different methodology, like TACAN or DME

There's an app for that. People use smartphones to accomplish what you describe, and to see where their friends are and such. Of course, you need a cellphone, but that's easier than most other radio technologies you might try. GPS is one-way.

I am not sure what you are looking for. Google APRS and see if that helps.
