Can you cut plastic? All it is is a ceiling fan with specialized blades. I suspect it isn't as efficient as a conventional ceiling fan.

Having a lil experience in this if you do try to make your own. The most important thing is make sure your fan is balanced. If its slightly off, you won't notice it at first but as speed gains or you leave it to wear you'll end up with a fan on your floor. When I was a kid I knocked a blade off a ceiling fan. Took about a month for it to throw itself off the nuts and bolts.
