is it possible to drive a peltier cell with full with pwm, whats the actual use of pwm here, its only to produce required temp.but no sensor to send measured temperature back to micro controller.
is it possible with wheatsone bridge.
then how to interface it to the controller

I don't have much experience with peltier cell but in this case I would think ths bridge will allow heating or cooling by reversing current to the cell, the PWM will modulate the temperature. Because of the current needed to run the cell the wheatstone bridge would not be very practical. A standard H transistor bridge would do the job.
