I need a sanity check with a simple circuit for using FTDI's FT231X chip.
After many, many checks I'm pretty sure the schematic and board layout are correct:

*Both source files, and .pdf printouts available. Source files are for EAGLE 6.5
I'm not even hooking up the VREG. I only have USB power connected directly to the FT231X chip by removing the PTC and Diode and just using 0-Ohm resistors in their place. I can read ~5V before hooking up the FT231X. As soon as I do, the VIN drops down to 2--3V.
Do I have some glaring mistake that I am failing to see?
