Frequency Modulation question

I was wondering why the sidebands change their amplitudes and sometimes disappear?
What do you think the radio signal is when there is no modulation?
Don't you think it is only the carrier frequency with NO sidebands?

The modulation of the carrier produces sidebands. The modulation frequency and its amplitude determines the width of the sidebands and their amplitude.
