how to make a frequency divider using TL071CP/TL072CP op amp?

i got a schematic for this circuit but the component TL071ID is not available in my country.
help pls?

 

That's not a frequency divider. It's a lowpass filter.

 

I think the circuit is an oscillator. The 100k pot must be turned down to less than 2k ohms to avoid oscillation if the frequency adjusting pots are set the same.

The circuit is a Butterworth lowpass filter if the 100k pot is set to only 600 ohms.

Use a 1k pot.
