I need to know how to convert a signal with specific Amplitude and Frequency to the same signal and amplitude but with other frequency that i determine it (i.e how to change a signal's frequency only).

No problem preserving/restoring the signal amplitude, but the frequency shift could be a challenge. Can you say how much the frequency shift is, and is it up or down?

 

If you don't need the output frequency to be sinusoidal you could use a frequency-to-voltage converter the output of which you could feed into a gain stage or an attenuating stage and then feed the resulting DC signal to a voltage-to-frequency converter.

If you need greater accuracy in freqency tracking then you would probably need to resort to a phase-locked-loop based design.
