What has that got to do with form factor?

The 110 and 230 (more like 120 & 240 VAC) are standardized utility voltages. I would imagine that historical documents exist to establish why those voltages were settled on.

11, 22, 33 don't seem to be in the actual series. You might go to a transformer manufacturer and ask why they make transformers with the outputs they have.
