find beta dc of silicon transistor

attached is a doc of one of my consistent problems i face each time i take a test. the attachment is only one example.

specifically, i'm looking for the correct solution to arrive to a beta dc of a silicon transistor. to find ib, do i use ohm's law using vbb / rb to get ib, or do i use vbe / rb to get ib, in order to use the beta formula: beta = ic / ib?
