C1 & C2 shunt transients that are concurrently present on each line. R1 & C3 suppress tansients that are differentially present in each line.

Can you please be more clear that how the R1-C3 combination suppresses differential transients and what generates these differential transients.

Transient current flows through R1-C3 form one line to the other, evening out the voltage differential. R1 dissipates some of the energy and provides dampening to prevent ringing. Whatever generates the transients would be external to this circuit. It could be any number of things.
