Reference depth is inversely proportional to the square root of frequency. The aluminum busbar in question would have to be thicker than 66 cm before skin effect at 60Hz would influence design. Busbars are typically rated at 120% of anticipated load.

Yes, skin effect is always a factor - but it is usually a negligible factor at 60Hz. We don't often allow for relativistic effects when calculating auto trips - they are also negligibly small, even if they are indeed there.
