i have seen a dc machines having 15 teeth and the coils were wound around all the teeth so can a machine have 15 teeth? also the distance some of teeth in stator was more than the others what was the reason for that

Making the assumption that you mean an electric motor, the answer is obviously yes. You are describing a motor with 15 poles.
