I need to know what device is commercially available to "step up" the amps from a DC power source. In a project I am working on, I found that I was able to use a solar panel, but for size I have to use a small cell that produces 30mA. I looked into LED drivers, but seeing if there is some other source that is obvious to the skilled.

You're looking for a DC-DC converter.

There are some available that are in the upper 90% efficiency rate.

However, in order to increase your amperage, you will have to supply more voltage. There's no "free lunch".

You'll get much longer life from your batteries if your discharge rate is a fraction of their mAh rating.
